RELX's outlook statement contains no percentages. It says underlying adjusted operating profit growth will exceed underlying revenue growth, that adjusted EPS will rise strongly at constant currency, and that margin expansion will continue because cost growth stays below revenue growth. Those are commitments about direction and relationship, not level.
We could have picked a revenue-growth threshold off the H1 run rate and called it guidance-anchored. It would not have been: it would have been our number wearing the company's authority. Instead this locks precisely what RELX committed to, which is fully falsifiable from two figures printed side by side in the same results table.

The residual 7% is an acquisition, a restructuring charge, or a step-up in AI infrastructure spending large enough to invert the relationship for one year.
