We lock a binary: Veolia's reported organic EBITDA growth for full-year 2026 is 4.0% or higher. Confidence 92%.
Guidance is 5-6%. Our threshold sits a point below the floor of that range.
Veolia did two different things at the half. It raised full-year net income growth guidance to at least 8%, and it left EBITDA organic growth guidance unchanged at 5-6%. Those are not the same signal, and the difference is informative: net income is benefiting from items below the operating line — financing costs, tax, the Clean Earth contribution — while the operating engine is performing in line with what was already expected.
This series anchors on prior rather than freshly raised guidance where the two diverge, and here that principle points cleanly at the maintained EBITDA line rather than the raised net income one. A lock on net income growth would inherit the upgrade; a lock on EBITDA tests the underlying business against a target management did not move.
The business itself is close to a utility in behaviour. Water, waste and energy services are sold on long municipal and industrial contracts, many inflation-indexed, which is why H1 revenue grew only 1.5% while EBITDA grew 5% and the margin expanded 70 basis points — this is a company earning more per euro of revenue rather than chasing volume. Two years of cumulative 120 basis point margin expansion says that is structural rather than a single good half.
The residual 8% is energy prices, which Veolia explicitly excludes from part of its own guidance framing because they pass through unpredictably, and any large contract loss at renewal.
RAOSCAFF locks P-286 on 2026-09-02, before the FY2026 result. Scored against organic EBITDA growth as reported by Veolia for the twelve months to 31 December 2026.
Net income guidance was raised; EBITDA guidance was maintained. We anchored on the one management did not move.
